Leads the end-to-end development of multi-country, zero-emission infrastructure programmes across Africa and other emerging markets, taking projects from concept through financing and procurement readiness. Responsible for originating and structuring a multi-billion-dollar pipeline spanning climate-protected agriculture, zero-emission hydroponics, renewable energy, smart cities, zero-waste communities, public housing, green industrial townships, sustainable hospitality, water and sanitation, rural electrification, and low-emission transport/ports.

Key scope includes:

• Pipeline origination and portfolio build-out: identifies opportunities, shapes program concepts, and secures development rights and early-stage commitments.

• Government and stakeholder engagement: aligns national priorities with implementable programme structures and delivery pathways.

• Project readiness and bankability: drives site/land diligence, permitting roadmaps, E&S/ESG positioning, risk framing, and implementation governance.

• Technical and partner orchestration: selects technology, EPC and specialist partners; integrates AI/IoT and data analytics concepts for monitoring, optimisation, and operational resilience.

• Commercial and delivery planning: coordinates pre-FEED/FEED inputs, CAPEX/OPEX logic, procurement readiness, and investor/lender-ready documentation packages.

• Sustainability and impact integrity: ensures projects deliver credible sustainability outcomes while strengthening revenue economics and enabling measurable socio-economic uplift.

Supports sovereign-level engagement for treaty-based collaboration to enable financing and implementation of SDG-aligned sustainable infrastructure programmes. Works under the active guidance and direction of the President and Senate, and in coordination with diplomatic colleagues and the wider secretariat, to advance structured cooperation pathways with governments and public institutions.

Key scope includes:

• Sovereign engagement lifecycle: manages the engagement process from initial contact through alignment of intent, governance and process, supporting the pathway to treaty signing (treaty text is handled through the President’s office/secretariat).

• Multi-stakeholder coordination: aligns ministries, agencies and implementing institutions across extended cycles, often spanning 12+ months, to establish workable program frameworks.

• Readiness and legal–policy support: reviews national development priorities and implementation constraints; analyses constitutional, banking and regulatory considerations that affect programme execution and funding flows.

• Risk-aware, politically neutral engagement: navigates sensitivities and supports continuity through leadership and party transitions while maintaining institutional alignment.

• International-law and enforceability framing: contributes to documentation and positioning around treaty principles and interfaces with local law to support implementable cooperation.

• Track record and pipeline: contributed to the realisation of multiple treaties and maintains an active pipeline of additional treaty processes supporting UN Agenda 2030 implementation.

Led project conceptualisation and government engagement, notably in Senegal. Collaborated closely with the Chairman to shape pan-African development strategy and global partnership initiatives.
